file_scan

Inventories files in a local directory with paths, extensions, and sizes. Use when an agent needs to understand a workspace before reading or searching it. Scope: local filesystem only and read-only; skips common dependency/build directories and returns at most 5,000 files. Not for secret scanning (use repo_scanner).
